Preston rejects Gladman’s 95-home neighbourhood again
Maintaining the same stance it held in April 2019, the city council has refused the developer’s plans for a series of houses on an 11-acre greenfield site abutting the Broughton village boundary.
Gladman Developments had sought outline permission for 95 homes on land off Garstang Road. The company had hoped its project would appeal to city councillors this time around because of its promise for 35% affordable housing and the fact it had no objections from statutory consultees.
However, it was not enough to win them over, with the city council siding with its planning officers and opting to refuse the project.
They pointed out that the project was on open countryside that was not allocated for any use in the Broughton neighbourhood development plan. The city council’s team also pointed out that it could demonstrate a 6.7-year housing land supply, as per its Housing Land Position Paper 2025.
The Gladman project team included E3P, LDE, Pegasus Group, Randall Thorp, and Eddisons. You can view the application by searching 6/2025/0868 on Preston City Council’s planning portal.
