Work starts on £25.5m Winsford resi

Torus Developments and Cheshire West and Chester Council will have delivered nearly 100 homes on the site of the now-demolished Phoenix House and Weaver Street depot when the project completes in mid-2029.

Main contractor, and Torus company, HMS took control of the site yesterday to commence building of the 99-home project. The scheme has an estimated construction cost of £25.5m.

The Winsford residences will sit off Clough Road and Weaver Street. They are due to be a mix of social rent, affordable rent, and affordable rent-to-buy properties with between one and four bedrooms.

With the goal of being net zero carbon in use, the homes have been designed to be energy efficient with solar panels and air source heat pumps installed.

“These properties are vital to help us meet the need for housing in our local area, and a mix of social rent, affordable rent, and affordable rent to buy ensures these homes will be accessible to all,” said Cllr Christine Warner, CWAC cabinet member for homes and planning.

Torus director of development and technical, Steve Alcock, described the project as “a truly regenerative development that will benefit the existing community in Winsford,” noting that HMS reinvests all of its profits into social value endeavours.

He added: “With living costs continuing to rise, the need for genuinely affordable homes has never been greater.

“Torus is committed to working in Cheshire West, and this development will provide highly efficient houses and apartments in a sustainable location in central Winsford,” he said.

The project has been several years in the making, with demolition work approved on the site in 2022 and planning permission garnered for the development the following year.

At that time, the project team had consisted of TPM Landscape, BTG Eddisons, Croft, Iceni Projects, Equans, Redmore Environmental, and Eden Building Design. You can view that original planning application by searching reference 22/01393/FUL on Cheshire West and Chester Council’s planning portal.
