Tim Heatley qualified as a lawyer, working as a board director with a national property company before co-founding Capital&Centric in 2011 with Adam Higgins. He has delivered many high-profile regeneration projects in partnership with local authorities. Heatley is Chair of the Greater Manchester Mayor’s Charity, raising £3m in the last two years to help eliminate rough sleeping. He has won prestigious awards such as the UKREiiF Property Personality of the Year for his entrepreneurial approach and social impact. Heatley is leading on the generation of new business and has been responsible for identifying a number of large-scale projects including Weir Mill in Stockport and the Goods Yard in Stoke-on-Trent. He established Regeneration Brainery, assisting those from diverse and disadvantaged backgrounds to get into the property industry. Heatley's funding expertise and relationship with Homes England secured a £7m grant for Weir Mill.

Rhian Davitt-Jones has over 15 years’ experience working on behalf of the public and private sector, with a keen interest and experience in urban regeneration and residential-led development. Davitt-Jones is a director within CBRE’s National Planning and Development team providing commercially-focused planning and development advice on a range of complex projects. She brings her prior experience as an Area Manager for HCA (Homes England), and knowledge of public-sector workstreams and programmes to advise clients on the grant funding landscape to unlock regeneration and residential-led development. She prepares robust Business Cases to secure funding for public and private sector clients, including c.£80m of Levelling up Funding, £50m Towns Funding, £11m Brownfield Housing Funding and has recently supported 8 no. successful bids applying for Greater Manchester Combined Authority (GMCA) ‘Good Growth Fund’. Davitt-Jones is also supporting various public sector clients in meeting their regeneration priorities – this includes East Midlands County Combined Authority, Homes England, Chesterfield Borough and Derbyshire County Councils in unlocking development and growth across their Canal Corridor; preparing a delivery strategy to underpin a new masterplan vision for Hanley City Centre (on behalf of Stoke-on-Trent City Council); supporting the regeneration of Ashton Town Centre through preparing a development framework and enabling the extension of the Stockport MDC boundary through delivering a flexible but commercially-facing Strategic Regeneration Framework for Stockport Town Centre East.

Sebastian Tibenham, executive director and head of planning (North) is based on Pegasus Group's Manchester and Liverpool office. He is focused on delivering major planning permissions for a range of clients across the residential and commercial sector and a number of rural estates. Recent successes include the forthcoming Westmorland Tatton Motorway Services on the M56 south of Manchester, which represented the SoS's first Grey Belt decision following publication of the NPPF in 2024. The team area also working on the King Edwards Triangle scheme and Liverpool Waters in Liverpool and numerous urban and greenfield residential schemes across the North West and Midlands.
