Onward eyes former Preston mill for 380 affordable homes
Plans have been submitted for the transformation of the former Horrocks Mill site between Queen Street and Church Street for residential development.
Onward Homes is eyeing the plot to deliver a raft of affordable homes in Preston, featuring a a mix of apartments, townhouses and family homes.
Designed by DK Architects, the scheme would create green spaces featuring trim trails and play areas. Proposals also include new cycling and walking routes into the city centre.
Following the demolition of the cotton manufacturing plant in 1965, the site is now a vacant brownfield plot allocated for development under the city’s local plan.
Onward held a public consultation in June for feedback on its plans for the land, owned by property developer Brookhouse Group.
Ben Scandrett, group surveyor for Brookhouse Group, said: “Brookhouse Group are delighted to be working with Onward Homes to help deliver one of the most significant residential-led regeneration schemes in Preston city centre.
“The scheme fully aligns with our principles of delivering high-quality development and will breathe new life and purpose into an underutilised site whilst complementing our neighbouring shopping park.”
Sandy Livingstone, executive director for property at Onward, added: “Our plans for Horrocks Mill present an enormous opportunity to transform a derelict brownfield site into a place that local people can call home…
“The redevelopment of the site supports our wider vision to deliver a transformative regeneration programme in one of our great northern cities.”
Nexus Planning is the planning consultant for the scheme.
The application has not yet been validated on Preston City Council’s planning portal.
Onward is active across the North West. The housing association owns and operates 35,000 homes across Merseyside, Cheshire, Lancashire, and Greater Manchester, with 1,100 of these being in Preston.

This looks truly excellent – great mix of sustainability and human-centred housing types. Crisp and contextual architecture. Affordable housing near the city centre. Preston is getting some really great schemes of late!

This is high quality stuff, Preston town centre is ripe for more development. Will be interesting to see how Preston develops over the next 10 year period, they certainly need more City Centre accommodation.

I still can’t find on Google maps the location that they refer to…and on the artist impressions it looks more like to be apartments and studios not town houses…preston needs to invest more in the city centre for shops and such and tackle the homeless problem not to mention the traffic issues aswell that more city living will create first before building more homes in the city centre
