- STEPHEN YOUNG | SALFORD CITY COUNCIL |Stephen Young is the Chief Executive of Salford City Council following 30 years’ experience in local government across the UK including in Lancashire, the Liverpool City Region, Cheshire and Greater Manchester. Most recently Stephen spent almost four years as the Chief Executive of Halton Borough Council during which time Stephen delivered on a range of large-scale programmes focusing on organisational transformation and change as well as regeneration and economic growth across the Liverpool City Region.
- JOE RIGBY | CBRE | Joe Rigby is Managing Director of CBRE's Northern business, overseeing the Manchester, Liverpool and Leeds offices. During his decade at CBRE, Joe has held several leadership roles in the North including Head of Occupier Services and Head of Office Agency. Widely regarded as a market leader, Rigby has advised occupiers on several high profile Manchester deals, including Pinsent Masons and S&P Global at Relentless' St Michael's development which is now fully let.
- ANDREW MCINTOSH | GMCA | Andrew joined the GMCA in 2016 and jointly managed a series of Investment Funds totalling in excess of £500m across business, commercial property, and housing. Andrew was responsible for the implementation of a number of housing investments and developments across Greater Manchester. Andrew also has significant experience in financial structuring and modelling. In 2020 he was promoted to be Director of Place where he oversees the following departments: Delivery, Land and property, Strategy, Planning, and business innovation and has been responsible for the deployment of over £200m of grant funding to support brownfield housing and commercial development. Andrew has recently stepped in to the role of Director of Sustainable Growth and Infrastructure at GMCA.
- GEORGINA LYNCH | PJ LIVESEY | As Managing Director of The PJ Livesey Group and a trustee of Heritage Trust for the North West, my focus is to repurpose historic buildings and brownfield sites into thriving communities. Passionate about heritage-led regeneration, and delivering sustainable homes that protect cultural legacy, strengthen identity, and drive wider community renewal.
- RICHARD ROE | TRAFFORD COUNCIL | Has strategic responsibility for development, investment and inclusive growth. Projects include the regeneration of Sale town centre, Stretford masterplan, and the development of the Stamford Quarter, Altrincham.
- PAUL LAKIN | BURY COUNCIL | Leads on major regeneration programmes. Bury's partnerships include the redevelopment of Mill Gate with Bruntwood, and a joint venture with Muse for the Longfield Centre in Prestwich.
- CATHERINE CHILVERS | STOCKPORT MAYORAL DEVELOPMENT CORPORATION | Catherine is Managing Director of the Stockport Mayoral Development Corporation, a position she has held since June 2025. Catherine came to this role after 9 years working for Network Space Developments, where she was Development Director and led projects including the award-winning Glass Futures R&D Centre in St Helens. Before that, Catherine worked at Homes England, Leeds City Council, and the North West Regional Development Agency - experiences that have shaped her passion for creating places that genuinely benefit communities and are delivered through a partnership approach.
- JAMIE HILLS | ASK REAL ESTATE | Jamie is the Development Director at Ask Real Estate working on high profile schemes in the Ask portfolio, including the flagship development at First Street in Manchester City Centre where he has delivered over 500,000 sqft of office space including the completion of the Government Property Agency 130,000 sq ft Hub early this year. Jamie has also recently worked with Salford City Council, taking the lead on the delivery and letting of 100 Embankment to full occupancy. Whilst being appointed by M&G Real Estate, Jamie has also led a best in class office retrofit with a major ESG focus, now rebranded Aviary which completed this year.
- LEE TREANOR | HBD | Lee holds a national role dealing with all workspace projects within HBD’s urban regen division. In addition to the development project work, Lee heads up HBD’s ESG Strategy Group, which drives the company’s sustainability agenda. Lee is currently leading on the delivery of Island, a 100,000 sq ft Net Zero Carbon speculative new build office & the design of Colloco, a 200,000 sq ft Net Zero Carbon new build office project. Lee is also part of the Golden Valley delivery team, a new cyber innovation district in Cheltenham that will deliver 1m sq ft of commercial space & 1000 new low energy homes
- STEPHANIE MULLENGER | SALFORD CITY COUNCIL | Stephanie Mullenger is the Director of Property at Salford City Council since April 2024. She provides strategic leadership, develops service strategies, and maintains effective relationships with partners. Stephanie has promoted continuous improvement and innovation, ensuring services meet the needs of residents and businesses. Previously, she was the Head of Special Projects, managing flagship investment properties and the City of Salford Community Stadium. Her achievements include letting 100 Embankment and aligning the stadium's strategy with the Council’s Rugby Strategy.
- CLLR GAVIN WHITE | MANCHESTER CITY COUNCIL | Councillor White was elected to the Council in May 2018, representing Old Moat ward in south Manchester. He was a member of the planning committee, and neighbourhoods and environment committee of the City Council between 2018-2021. He was subsequently re-elected in May 2021, and May 2024, and joined the Executive of the Council in 2021 with the portfolio areas of Housing and Development.
- MARTYN EVANS | LANDSEC | Martyn Evans is Creative Director at Landsec, one of the largest property development and investment companies in the UK. Martyn spent 17 years with Cathedral Group/U+I, including six years on the board before leaving to become the Development Director at the 1,200-acre Dartington Hall Estate in Devon in 2016. He returned to U+I in 2019 and was part of the team that joined Landsec on its acquisition of U+I in 2021. Martyn works across Landsec’s portfolio of commercial, retail and mixed-use developments particularly its large regeneration projects at the O2 Centre in Finchley Road, Lewisham Town Centre, Mayfield in Manchester and on the vision for the future of MediaCity in Salford following its acquisition by Landsec at the back end of 2024. Many of the projects Martyn has worked on have been driven by heritage assets at their centre. Martyn is Chair of the London Festival of Architecture, the Founder of YADA, a networking organisation that brings together young people in the architecture and development industries, writes a monthly column in BDOnline and has been a jury member of many architecutre prizes and awards schemes.
