Flintshire approves 130 homes, defers 315

The county council’s planning committee voted unanimously to defer an application from Castle Green Homes, but green-lit an Awnyl Homes scheme. Both applications had been recommended for approval.

Anwyl Homes Partner Projects has had a 130-home affordable Oakenholt neighbourhood plan approved.

The all-affordable scheme is set to provide a range of apartments, bungalows, and houses, with 90% of the properties to be offered for social rent.

APD has designed the neighbourhood, which also reserves 13 properties for low-cost home ownership.

Plans were lodged with the county council by planner Satplan, while the tenure mix has been set by Wales & West Housing.

Wales & West Housing is set to manage the properties upon the scheme’s completion.

Anwyl’s development is expected to generate £3.5m in tax revenue, with £272,000 from council taxes.

“By identifying and promoting sites specifically for affordable housing, and by involving our RP partners early, we can ensure delivery certainty, quality design and long-term community benefits.

“We’re proud to be starting this journey with Wales & West Housing Association, and to be building on our long history in Flintshire with a scheme that directly responds to local housing need.”

Oakenholt is the first of four initial Partner Projects sites progressing through the planning system, with further applications due to be submitted in Rhyl, New Brighton near Mold, and Woodley in Stockport.”

Betts, UES, Tetlow King, REFA, TPM Landscape Architects, Focus Transport, Ascerta, Redmore Environment, and Heritage Archaeology each contributed to the application.

Castle Green Homes has had its application to bring 315 homes to the north-west of the village, with 126 set to be designated as affordable, pushed back.

The 24.7-acre plot is allocated for a large-scale housing development under Flintshire’s local plan, but councillors were concerned over the planned scheme’s excessive density.

Councillors across the chamber agreed that a smaller-scale scheme would be preferable.

In addition, an objection from Welsh Water was carried.

Welsh Water states that the proposed development is located within the catchment area of a public sewerage system, which drains to Queensferry Wastewater Treatment Works, but there is insufficient capacity within the system to effectively service the scheme.

Terraces, with no rows exceeding five houses, are to be the primary housing offer at the scheme.

At least 4.4 acres of public open space will be developed for the neighbourhood.

Approval is subject to a near £900,000 section 106 contribution towards improvements at nearby Ewloe Green CP school and almost £1m towards an expansion of Hawarden High School.

The project team working on the application includes Ascerta, E3P, Coopers, NKC Geotech, Baldwin Design Consultancy, and TPM Landscape Architects.
