Prospect scopes out Maghull opportunity
The developer’s team is seeking a screening opinion as it looks to establish planning permission for 103 homes off Northway.
Planning advisor Asteer has lodged the screening opinion request on behalf of Prospect Homes GB, looking to advance a 15.3-acre site within Sefton Council’s boundaries.
As outlined by Asteer, the site is situated immediately adjacent to the southern boundary of Maghull, around seen miles north of Liverpool city centre.
While the development is of significant enough size that a screening opiion is required, it is the development team’s contention that it is not of significant enough scale that a full Environmental Impact Assessment be required when planning permission is sought.
As Asteer sums up: “Whilst the proposals would result in a change in land use from grassland to urban development, the site is closely associated with the existing urban area and is influenced by surrounding infrastructure and commercial uses, including the A59 corridor, electricity pylons, and the adjacent Aldi store.
“Consequently, the proposed development is not considered likely to give rise to significant urbanising effects beyond the immediate locality.”
Described as relatively flat and characterised by overgrown grassland and scrub vegetation,the southern boundary is defined by Melling Brook, beyond which lies a disused railway embankment, with Dover’s Brook being the site’s northern boundary. An access road for an Aldi foodstore and a disused helicopter landing pad lie to the east.
Included in the plans are:
- 103 homes in a mix of house types and sizes
- Public open space, including a children’s play area
- An ecology enhancement area
- Sustainable drainage features
- Biodiversity net gain above the minimum 10% required for new developments#
- Landscaping and planting
- Electric vehicle charging infrastructure and solar panels on each home;
- Contributions towards local services and infrastructure, where required through the planning process.
Speke-headquartered Prospect last year advanced developments of around 100 homes in Rixton, Warrington and Mellor Brook, South Ribble.
