Next phase of 1,000-home Wigan masterplan comes forward
Kellen Homes and Great Places Housing Group have lodged reserved matters plans for 219 properties at Mosley Common in Tyldesley, all of which will be available for shared ownership.
The scheme forms part of a wider 1,000-home masterplan originated by Peel Land and approved by Wigan Council.
Peel secured outline consent for the £155m project in January 2024 with full consent for 202 homes in phase one. Peel then sold 100 acres to Kellen to deliver 800 homes in April 2025, retaining a plot south of the guided busway.
Earlier this year, Kellen and Great Places secured full approval for phase two, a 150-home, 100% affordable development.
Now, plans for phases four, five, and six, featuring 219 two-, three-, and four-bedroom homes have been submitted to Wigan Council.
In a planning statement lodged with the application, consultant Turley said: “The approval of this reserved matters application will enable Kellen Homes to bring forward residential development of the Site in the short-term and should, therefore, be supported in accordance with the government’s pro-growth agenda to tackle the chronic housing crisis.”
The professional team includes planner, JTP, The Environment Partnership, and TTHC.

When the time comes for the Government to tally up how many of the promised 1.5m homes have actually been delivered, any shortfall won’t be of their making and the buck will be passed to Homes England.

Any sign of improved infrastructure or just the prospect of another 1000 cars onto the East Lancs everyday? The only route in the absence of any substantial public transport into town or elsewhere for that fact, or even any prospect of any substantial developments in transport links either.

New housing should be conditional on infrastructure to support. Yes roads and local amenities BUT especially additional national health service doctor surgery and a dentist
