Changes coming to Blackburn station

Arup has been appointed by the local authority to update the masterplan for the wider station area and to formulate a strategic outline business case envisioning how its buildings, concourse, and public realm could be improved.

Blackburn with Darwen Council announced the Arup appointment on Friday.

“Blackburn railway station should be a gateway we can all be proud of,” said Blackburn with Darwen Council Leader Cllr Phil Riley, who is also the transport lead for the Lancashire Combined County Authority.

Riley continued: “It is one of the first things people see when they arrive in the town, and it has a key role to play in how Blackburn grows and connects with the wider borough and beyond.

“This is about being ambitious for Blackburn with Darwen – looking at how the station can work better for residents, businesses and visitors, while building a strong case for future investment.”

He concluded: “We are already seeing significant investment across the town centre, and this work will help ensure our railway station is fit for the future and supports Blackburn’s continued regeneration and growth.”

Arup’s work will build upon the masterplan developed by Seed Architects in 2017. Its goals will be to improve the station’s public and active transport connections, make the area more accessible, and enhance its appearance.

Arup will work with the council on the project, as well as station owner Network Rail, train services operator Northern, Lancashire Combined County Authority, and Community Rail Lancashire.
