Legacie’s The Gateway set for 2027 completion
Housing secretary Steve Reed attended the topping out ceremony for the 15-storey Liverpool residential complex, which boasts a gross development value of £150m.
Situated off Leeds Street, Legacie’s The Gateway will host 656 apartments across four towers when it completes next year.
The Gateway was designed by Falconer Chester Hall and is being built by Legacie’s construction arm. The project includes a seventh-floor skybridge linking the towers and a robust garden spa with steam rooms, infrared saunas, cryotherapy and oxygen chambers, and flotation tanks.
The topping out of the building was marked last week, with Reed attending alongside Liverpool City Region Mayor Steve Rotheram, and Legacie chief executive John Morley.
“The topping out of The Gateway marks a major milestone in both the realisation of our original vision for the site and the wider regeneration of the Pumpfields district,” Morley said. “Legacie will be leaving a lasting legacy on this key growth corridor.”
Reed praised the project, saying: “When I said build, baby, build this is exactly what I meant.
“I am so proud to visit a scheme like The Gateway – it is project that will transform landscapes and support communities,” he continued.
“The Gateway serves as a reminder of our need to support builders to boost our economy and help us achieve our ambitious target of building 1.5m homes across England.”
Rotheram also used the topping out ceremony as a chance to lean into politics.
“After years of dither and delay under the Tories, we’ve got a Labour government that’s serious about getting Britain building again – and across the Liverpool City Region, we’re ready to play our part,” he said.
“Since I was elected, we’ve delivered more than 32,000 new homes with ambitions for plenty more to come,” Rotheram continued.
“But for me, the importance of new housing projects goes well beyond hitting targets. Every new development like this gives local people access to decent, affordable homes, and that regeneration brings real benefits: good jobs, new opportunities and pride in our communities. That’s the difference devolution makes.”
There are no affordable homes included in The Gateway.
The project has been in the works for more than seven years, having attained planning permission in 2019.
At that time, The Gateway was to be delivered by Vinco Group, which entered administration afterwards, leading the project to be stalled until Legacie acquired the scheme in 2023. Construction on the project began shortly thereafter.
Legacie secured a £93.5m funding deal in 2024 from Maslow Capital to deliver the scheme.
Legacie is one of the most active developers in Liverpool, commanding five tower cranes in the city. In addition to The Gateway, Legacie’s projects include Heap’s Mill in the Baltic Triangle. Last year, the developer completed its Millers Place and One Park Lane projects.

Labour in Liverpool do everything possible to stop developments. The planning agenda is a joke.

Here he is again, Mr Reed, offering nothing new as he takes yet another “Legacie” policy or project (pardon the pun) and presents it as if it were his own initiative. He weighed in with another slogan, saying: “When I said build, baby, build, this is exactly what I meant,” despite the fact that neither he nor his government had any involvement in the project. If he genuinely wanted to demonstrate what his government is delivering, he could have stated precisely how many of the promised 1.5 million homes are actually being built.
The under delivering and over promising Mayor of Liverpool, Steve Rotheram, added: After years of dither and delay under the Tories, we’ve got a Labour government that’s serious about getting Britain building again, and across the Liverpool City Region, we’re ready to play our part. Yet this project was conceived and designed under the previous government, so it is unclear what role the current administration has played beyond attending a topping‑out ceremony for the sake of a photo opportunity.
