Kellen plans 216 homes in Swinton
The housebuilder wants to redevelop a site currently occupied by a warehouse last occupied by toy manufacturer RMS into an affordable housing scheme.
Located east of Pendlebury Road a short distance from both Swinton station and the town’s main shopping area, Kellen Homes’ scheme would feature 173 apartments in four blocks and 43 houses.
The development would provide a mix of one-, two-, three-, and four-bed properties.
A consultation on the proposals is now live and runs until Friday. NJL Consulting is advising on planning, Turley on the masterplan, and BTG Eddisons on highways.
Mark Waite, director of planning at Kellen Homes said: “Our proposals would transform an underused brownfield site into a new neighbourhood delivering around 216 affordable homes alongside new green spaces and environmental improvements.
“But this isn’t just about housing. It’s about bringing investment into Swinton, creating opportunities for local people and supporting the Town’s continued regeneration. We know local people care deeply about the future of their community and we’re keen to hear their views before a planning application is submitted.”
Kellen Homes was set up by Daren Whitaker, founder of skyscraper specialist Renaker, and is among the most active residential developers in Greater Manchester.
The firm is active in Salford, Bury, Manchester, Rochdale, and Wigan and turned over more than £100m in 2025, making a £17.7m profit before tax.
These look like barracks. A bit depressing – and once again not even a single balcony for residents to use.

For Salford, these are decent-quality homes. They don’t have a lot of architectural merit to them, but they are certainly a lot better than some of the grey skyscrapers going up around the New Islington/Ashton Canal area in Manchester.

Such depressing designs. Kellen have become the experts of designing and building the future soulless slums of Greater Manchester. These sad-looking boxes seem to be popping up everywhere! No private balconies, barely any communal open space or landscaping, no green / brown roofs and complete lack of biodiversity, and masses of surface car parking next to a poorly designed bin and bike store. Surely we can demand better than this!

No houses facing this proposed development have recieved a single bit of notice about this. We have found out online which I’m sure was the point so we couldn’t oppose it. I am personally not happy at the fact apartments will now be overlooking my property. They don’t fit with the style of buildings already In this area and not to mention how much more traffic that is going to add to an already struggling road at rush hours and school pick ups and drop offs.

What schools will the children living in these houses go too,hard enough to get the kids of swinton into a local school of choice . What about over streched GP centres

Have you arranged a face to face meeting with local people to discuss the build on the old RMS site. A discussion needs to be had between local people, the builders and the council. What is going to happen with the road. Have any of you sat in the traffic on Pendlebury road at school times. When there is an accident on the motorway. When there is an accident at the junction of Swinton Hall road. When there is an accident at the width restriction. When a lorry took large comes down from Bolton road and needs to turn around. Have local schools got enough places for extra children. Have doctors and dentists for any places. How are these houses going to remain affordable and not just get bought up by greedy landlords who then charge high rental prices. Yes Swinton is a struggling area but we are also proud people and I feel this build is not in any way going to help local people just add to the road, school, anti social behaviour problems we are already dealing with.
