Homes England readies plans for another 220 South Ribble properties

Proposals for a neighbourhood on land south of Chain House Lane are being worked up alongside plans for another 200 off Church Land a short distance away.

Homes England wants to build up to 220 dwellings on 27 acres under its ownership between Penwortham and Farington.

Hive Land and Planning is advising the government’s housing and regeneration agency on the proposals and has submitted an EIA screening request to South Ribble Council.

The site comprises three elements: one large parcel where the homes would be constructed and two smaller plots that would be used for ecological mitigation, according to planning documents. Some 600 metres south-east of the plot, Homes England is working up proposals for another 200 homes.

Details on the exact make-up of the Chain House Lane scheme are limited at this early stage, but we do know that Homes England plans to deliver 30% of the properties on affordable tenures.

“The proposals provide an opportunity to deliver high-quality market and affordable housing to meet local needs, in a sustainable location,” planning documents state.

In policy terms, the scheme feels like a slam dunk. The site is safeguarded for future development in South Ribble’s local plan and is earmarked for homes within the emerging Central Lancashire local plan.

However, within the same allocation, Wain Homes’s plans for 100 homes were rejected in 2019. Story Homes has since picked up that site, close to Homes England’s, and is progressing plans for 86 properties.
