Stoneygate masterplan reaches next stage
A consultation over the future of Preston city centre has opened, with the public urged to give feedback on proposals including 1,600 homes in Stoneygate as part of a 15-year regeneration plan.
The draft Stoneygate Regeneration Framework aims to guide the future development of 61 acres in the city. The framework was revealed in July 2019 and, after consultation with various stakeholders, a Supplementary Planning Document has been formulated by Preston City Council alongside the project team, which includes Nexus Planning, Hive Land & Planning, WSP, Buttress Architects, Colliers International, Eastham & Co and Gillespies.
The masterplan is split into four main areas: Stoneygate in the west, Percy Street in the north, Horrocks Quarter in the east, and Queen Street in the south. It aims to create an “urban village” in Stoneygate and bring more beneficial uses to a number of vacant, derelict and underused sites including the former Horrocks Mill and Blue Bell public house.
The plan would also look to improve Church Row, the north-to-south connection between Cardinal Newman College and the city centre, as well as enhancing the public realm around the bus station.

Other key areas earmarked for development in the Stoneygate zone include Oak Street and Arkwright House and the area around St John’s Minster.
The document said: “The vision will not be realised overnight; this is a long-term strategy that will need continued oversight, guidance and promotion by the city council and its partners. Delivery priorities and the need for investment and intervention will change over time, so the approach to implementation will be kept under review.”
