Partners re-tender North Wales project

A contractor is sought to design and build a children’s residential assessment unit in Colwyn Bay, replacing WRW Construction, which went into administration this summer.

Planning permission was granted in autumn 2020 for the centre, which is intended as a haven for vulnerable North Wales children with complex needs to be assessed closer to home, rather than being sent to distant centres.

The partners in the scheme are Conwy and Denbighshire councils, along with Betsi Cadwaladr University Health Board. The scheme is to be funded through the Welsh Integrated Care Fund. Dewis Architecture is the project designer.

With a new ground investigation process completed since the summer, a new principal contractor is sought through the Sell2Wales portal, with the expectation of work starting in spring 2022.

Cllr Louise Emery, deputy leader of Conwy Council, said: “I fully support restarting the procurement process with the extended timeline and our own ground investigation report.

“This will offer best value for the project and hopefully we’ll receive a number of contractors’ bids to get this project moving again.”

The Welsh government has supported the extension of its funding commitment, on the basis a contractor is appointed by March next year.

The site concerned is the Meadow Lodge site at Eirias Park off Abergele Road in Old Colwyn. The planning consent covers three single-storey buildings: a multi-disciplinary team assessment house for planned placements, a building for short-term unplanned accommodation, and an assessment facility and workspace.
