Morris Homes tipped for Preston approval
Working with CEG Land Promotions, the housebuilder wants to deliver 443 dwellings south of William Young Way.
Preston City Council’s planning committee meets on 2 April, with recommendation to approve the Morris/CEG application, albeit with a hefty list of conditions attached.
The Section 106 obligation required includes future management of the public open space, 10% affordable housing, the transfer of land for a primary school, the transfer of land for a park, BNG monitoring contribution, and employment & skills monitoring contribution.
To the north-west of Cottam, Morris’ site is part of the North West Preston (NWP) masterplan area, a strategic housing expansion zone which has seen a variety of schemes come forward in recent years.
It is located on greenfield land immediately south of William Young Way and bound by existing new-build residential development on Maxy House Road to the south and new build housing off Sidgreaves Lane to the west.
Along with Morris itself, the other housebuilders in this specific area are Wain Homes and Breck Homes. This would be Morris’ third phase of development in the NWP masterplan area.
Full consent is sought for 443 homes, and the transfer of land to PCC of 14.7 acres of park space in the centre of the site, along with 4.9 acres for a school, per the requirements of the masterplan.
The site is effectively divided into two parcels by existing electricity pylons at the centre, which the park will be created around. The officer report said that 123 homes will be in the western portion. Access will come from William Young Way.
