Fusion21 reveals winners of £175m consultant framework
Comprising 120 firms across a range of disciplines, with at least 85% of them being SMEs, the framework will be maintained until 2029.
The framework is worth up to £175m over four years and is designed to support the public sector on projects of any scale by sourcing consultants from all corners of the development process.
Liverpool-based procurement body Fusion21 expects to support housing providers, local authorities, the education sector, blue light projects, and NHS organisations.
The framework is divided across a range of lots, providing different services nationwide, with an average of 15 consultants per lot.
- Lot 1 – Multidisciplinary consultancy services, project management, and lead consultant
- Lot 2 – Stock monitoring and appraisal
- Lot 3 – Information management (BIM)
- Lot 4 – Architecture
- Lot 5 – Fit-out consultancy
- Lot 6 – Heritage and conservation
- Lot 7 – Structural and civil engineering
- Lot 8 – Building engineering services
- Lot 9 – Facilities management consultancy
- Lot 10 – CDM principal designer
- Lot 11 – Carbon reduction and sustainability
- Lot 12 – Valuations
- Lot 13 – Clerk of works – inspections regime
- Lot 14 – Retrofit
- Lot 15 – BSA principal designer duties and building control
Fusion21 maintains a commitment to social value by supporting ethical procurement and schemes with community benefits.
The procurement body is also closely aligned with the 17 UN Sustainable Development Goals.
Peter Francis, group executive director at Fusion21, said: “Fusion21 members accessing our renewed Construction Consultancy Services Framework will work with a team of technical procurement experts while benefiting from procurement efficiencies, value for money, and a fast route to market.
“Designed to reflect the new regulatory environment, this framework has been shaped in response to member and supplier feedback and will help to address the competency expectations and challenges introduced by the Building Safety Act, while meeting the highest standards of compliance and building safety.”
He continued: “We are delighted that new lots ‘Retrofit’ and ‘BSA principal designer duties and building control’ have been added to our refreshed offer, at a time when there is a greater demand for these services.

The framework was shaped by feedback from members and suppliers, emphasising industry relevance and responsiveness.
