Developers alerted to Seacombe resi opportunity

Wirral Council is seeking offers to form a development partnership for the construction of homes and commercial space on two plots on either side of the grade two-listed Wallasey Town Hall.

The two plots combined offer more than an acre and were previously occupied by council offices known as the North and South Annexes before they were demolished in early 2024.

The two buildings had stood vacant after the administration office space was deemed surplus to requirements by the council in 2020.

The council is now pressing ahead with a procurement process for a development partner.

Lambert Smith Hampton advised Wirral Council on viability matters and proposed that the council commence a procurement process for a development partner as the best way to proceed with the redevelopment of the sites.

Within the Wallasey Town Hall Quarter masterplan, the land has been allocated for mixed-use residential and commercial development, with each plot spanning slightly over half an acre.

Marcus Shaw, director of regeneration and place at Wirral Council, said: “These sites are among the prime locations on this side of the borough, close to the waterfront and promenade, and at the heart of the masterplan for the location surrounding the town hall, so I’m not surprised we are seeing early interest in them.

“The demolition of the annexes was, I have no doubt, welcomed by everyone in the area, and this is now a fantastic opportunity to bring much-needed high-quality affordable housing there.

“This will be a key element in our wider regeneration ambitions for the Seacombe corridor, and I now want to see this kick-start a renaissance for Seacombe.”

Under Wirral Council’s local plan, Seacombe has been identified as a priority area for regeneration, which is further detailed under the Wallasey Town Quarter masterplan.

The town quarter masterplan was compiled in 2023 by Halsall Lloyd Partnership and Magenta Living by appointment from Wirral Council.

A funding package from the Brownfield Land Release Fund has provided £2.3m for the delivery of new homes at the site, the cash also aided the buildings’ demolition in 2024.
