Vision publishes £100k North Liverpool framework brief
After numerous attempts by the public sector to work out what to do with the severely rundown area that is the North Liverpool docklands, economic development agency Liverpool Vision has commissioned another master plan for the district.
The brief for the Strategic Regeneration Framework – budget £100,000 – says the area is one of the UK's "foremost regeneration challenges; its opportunities are immense but there remains a physical and socio-economic legacy from decades of industrial decline which makes North Liverpool a priority".
The framework's authors will be tasked with suggesting solutions on housing, community and economic fronts.
The area covers six council wards – Kirkdale, County, Everton, Anfield, Derby, Linacre – including some of the most deprived in the country where unemployment approaches 50%.
On the property side, the framework will have to take into consideration plans for the expansion of Peel's Port of Liverpool container yard at Seaforth and the same developer's plans for Liverpool Waters, a massive mixed-use development along the redundant docks.
Piecemeal development has started in the area, with Langtree's 108,000 sq ft Wellington Employment Park now completed. Vision also hopes to create similar commercial space on the Canada Dock Central Site. Merseytravel recently completed an upgrade of the busy Sandhills rail station.
The North Liverpool framework is supported by Liverpool City Council, the North West Development Agency, Homes & Communities Agency, Sefton Borough Council and the Government Office for the North West.
The deadline for submissions to win the work is Tuesday 28 July 2009. The commission will be completed within four months of the award of the contract.
