Fylde to mull 400 homes

Taylor Wimpey wants to deliver 250 homes close to AFC Fylde’s stadium, while Anwyl intends to build off Lytham Road. Approval is recommended for both projects.

Fylde Council’s planning committee will consider the applications at its 11 November meeting.

Taylor Wimpey, working with Marjorie Ann Towers, is looking to establish outline consent for 250 homes on land north of Weeton Road, Wesham. The site vis between Bradkirk Business Park and AFC Fylde’s ground and Mill Farm Sports Village

The site concerned is around 31 acres, and as reported by officers is an irregularly-shaped area of land west of the A585 Fleetwood Road. It comprises open agricultural land set across three distinct field parcels marked by boundary hedgerows, tree planting and ponds, witb a Public Right of Way running across the site between Weeton Road and Mill Farm.

It is within the countryside area defined on the Fylde Local Plan to 2032 and is outside any of the settlements identified in the Development Plan. As the proposal does not satisfy any of the categories identified in the local plan where development is permitted within the countryside, it is in conflict with local planning policy.

However, as the council is unable to demonstrate a five year supply of deliverable housing sites, that factor should be given very limited weight according to NPPF.

Two access points from Weeton Road are proposed, the main one of which would be a ‘give way’ junction central to the southern boundary. The access strategy includes the widening of Weeton Road and the addition of bus stops.

An outline bid for up to 190 homes was refused in 2018.

Medlar with Wesham Town Council has registered its objection to the new proposal, while there are 28 neighbour objections recorded out of a total of 33 contacts.

The application number on Fylde’s planning portal is 25/0413.

Anwyl, for its part, proposes 152 homes on land north of Ennerdale Avenue, in Bryning with Warton. The firm’s site is around 17 acres.

The housebuilder is working with De Pol Associates and GTD.

North of Lytham Road, the site sits beyond new-build housing on Ennerdale Avenue, to the western edge of Warton. The site is laid to grass with hedgerow and tree boundaries, and is presently in agricultural use for the grazing of farm animals. Topography across the site is described as relatively flat.

Braithwaites Yard Business Park is adjacent to the southern boundary of the site.

The site falls within the countryside area, with a sliver to the western edge within the Green Belt, as shown on the Fylde Local Plan to 2032. The emerging Fylde Local Plan to 2042 allocates the whole of the site for housing.

Full planning permission is sought for 162 homes, including eight one-bed flats, 28 two-bed homes, 56 three-beds, and 60 four-beds.

A total of 30% of the homes are to be affordable.

Existing hedgerow and tree boundaries to the site are retained and enhanced through the landscaping of 4.6 acres of public open space. The POS areas proposed include three local areas of play and one local equipped area of play.

On the edge of Warton, the site is described as “infilling”, and members are reminded again that Fylde does not have a five-year housing land supply at present.

Fylde’s reference number for the scheme is 25/0666.
