Flat conversion planned for Rawtenstall arcade

Hurstwood Holdings has submitted a planning application for the partial demolition and conversion of the Heritage Arcade Building into 42 apartments.

The 18,000 sq ft former cinema became a shopping arcade in 2013 but failed to attract tenants. The flats will be contained in a stepped two-to-four storey building if the plans are approved.

As the building is derelict and in a state of disrepair, Historic England confirmed that a partial demolition is acceptable as long as the existing façade is retained and incorporated into the scheme.

The site is comprised of three buildings, the Heritage Arcade, and two nightclubs – Zazu and Vogue. The building faces Rossendale Council’s Spinning Point regeneration scheme which is set to feature a hotel, leisure, and retail when it completes. Contractor Barnfield started on site in 2016.

The developer marketed the site for retail, office, and leisure uses, but according to Hurstwood “no occupiers have been forthcoming that could operate from the existing premises. All attempts to market the site have produced no tangible results and the main Heritage Arcade building has now been empty for over 10 years.”

The architect, Baldwin Design Consultancy, called the proposals a “golden opportunity” to revitalise a gateway site into Rawtenstall Town Centre. The architect said the scheme would “breathe new life into the town centre and act as a catalyst for further investment and development to enhance the vitality and viability of Rawtenstall.”

Everything design wise is moving in the right direction, it will be uplifting for local spirits and will indeed inspire confidence and investment. i for one am delighted at what has been achieved thus far.

Anything will be better than the eyesore that it is at present,and the stall is lacking hotel accommodation so bring it on.
