Split into three units, the proposed building would sit off Croft Head Road at the Whitebirk Industrial Estate.
Barrowclough Architects designed the 29,600 sq ft industrial unit for Blackburn Chemicals. The layout calls for solar panels on the roof, green space, and 40 car parking bays.
If approved by Blackburn with Darwen Council, the proposals would see a change of use for the two-acre site, which is currently occupied by a trade car company.
