Cumberland selects 15 builders for £525m framework

Following a tender process, a group of contractors, including Story, Cubby, and Eric Wright has been awarded four-year contracts to undertake construction projects across the local authority, with an individual project budget of up to £6m.

The contracts, which last from 2026 to 2029, are split across three lots – general building works, civil engineering works, and combined building and civil engineering works.

Each lot has a contract value of £175m, excluding VAT, taking the total framework contract value up to £525m.

Lot 1 – general building works

Under this lot, contractors are expected to undertake a range of work, including planned maintenance, upgrading and refurbishment, and new builds and extensions to existing corporate and school properties.

The project value range has been set between £200,000 to £3m. 22 tenders were received for Lot 1, with eight suppliers appointed.

The contractors appointed to Lot 1 are as follows:

  • Cubby Construction
  • Equans Regeneration
  • Michael Thompson
  • Roland Hill
  • Story Contracting
  • Top Notch Contractors
  • William King Construction

Lot 2 – civil engineering works

For Lot 2, the project value is set at up to £3m.

The lot is for repair and maintenance of structures and bridges, including sea walls and highway improvements.

Contractors will be required to undertake public realm work, ranging from footpath creation, drainage, flood prevention, and highway surfacing.

Cumberland Council received 17 tenders for Lot 2.

The eight contractors appointed to Lot 2 are as follows:

  • Cubby Construction
  • DSD Construction
  • Eric Wright Civil Engineering
  • QTS Group
  • Metcalfe Plant Hire
  • H. Irving Construction
  • Story Contracting
  • Thomas Armstrong Construction

Lot 3 – combined building and civil engineering works

The third lot has a project value range of £2.5m to £6m but may be used to procure schemes above £6m based on complexity, risk and other considerations.

Contractors are expected to undertake a variety of works, including similar projects to those in Lots 1 and 2.

The local authority received 17 tenders and selected eight firms to award the contracts.

  • Story Contracting
  • Thomas Armstrong
