Oldham has always been a place of ambition, resilience and pride. Now, that ambition is turning into real opportunity.

Through our Building a Better Oldham programme, we are delivering one of the most significant regeneration programmes the borough has ever seen. Major projects are reshaping the town centre, strengthening our economy, boosting culture and creating high-quality public spaces.

So far, this work has unlocked £285 million of public sector investment, supporting over 2,000 new homes, 1,000 new jobs, and 100 apprenticeship opportunities in Oldham town centre.

We are inviting investors and businesses to join us for a focused, forward-looking invest event where you will hear directly from council leaders and industry experts. We will reflect on what we have delivered in 2025 and, crucially, look ahead to 2026, a landmark year for Oldham, with major projects coming forward and clear opportunities for investment, growth and partnership.

This is a chance to understand what is happening, what is coming next, and how your organisation can be part of Oldham’s next chapter.

Arooj Shah is a leading voice in local government and the first Muslim woman to lead a council in the North of England. A lifelong Oldham resident, she has served as Leader of Oldham Council since May 2023 and holds the Growth portfolio, driving major regeneration projects including a transformative town centre programme. She also serves as Equalities and Communities Lead for Greater Manchester Combined Authority and chairs the LGA’s Neighbourhoods Committee, reflecting her commitment to tackling inequality and empowering communities. Beyond her formal roles, Arooj works closely with local groups to build pride and deliver a better Oldham.

Phil has overall responsibility for Muse’s portfolio of regeneration projects across the UK, creating mixed-use places with the emphasis on sustainability, community and quality. Its regional businesses are based in Manchester, Leeds, London and Birmingham. Muse is currently working with partners across the UK and with more than 2000 new homes and over 600,000 sq ft of commercial space under construction over the past 12 months at a gross development value of £1bn, Phil plays a key role in pushing forward major growth in the UK.

Anthony Ashton has experience delivering major highways, infrastructure and civil engineering schemes for organisations including United Utilities, Severn Trent and Highways England. He has delivered key local projects including Oldham Council highways, the A62 bypass, North Chadderton High School and Waterhead Academy. He joined Rowan Ashworth in 2021 to deliver the Accessible Oldham Framework, as contracts director. Since then, he has taken over the company as managing director to progress the company further. As current frameworks come to a close, the intention is to maintain turnover and staff within Oldham, with 80% of team residing in the Oldham area.

Bethan McCaw is the Assistant Director of Place at the Greater Manchester Combined Authority. Bethan works closely with local authorities and development partners to bring forward investable, deliverable schemes that support sustainable, inclusive growth and the good growth ambitions of the Greater Manchester Strategy. Her previous experience includes delivering strategic housing projects internationally at Vancouver City Council, Canada, and driving government investment and support during her time at the Homes & Communities Agency.
