Approval for second 500-home Peel Hall phase

Joint venture partners Torus and Countryside have permission for the second phase of the 1,200-home mixed-use development in Warrington, which would take the total houses approved on the site to date up to 900.

Warrington Council has now given outline consent for the partnership to proceed with the 501-home phase on Green Belt at Peel Hall, which lies about three kilometres north of the town’s centre, south of the M62.

Proposals show 344 properties would be for market sale, 69 would be made affordable rent, and the final 88 would be for affordable home ownership.

A housing mix of 143 two-, 260-three, and 98 four-bedroom houses has been proposed. Access to the site from Mill Lane and the creation of public open space have also been approved as part of the application.

Outline permission was granted by the Secretary of State in 2021 for a mixed-use development across the wider 170-acre site.

Applicant Countryside, in a JV with Torus, acquired the 170-home site off Satnam Investments in 2023.

The first wave of 400 homes was subsequently approved by Warrington Council a year later, with the team already on site.

Countryside Partnerships is part of Vistry Group. Torus will market the 344 affordable homes, while the remainder will be sold by Vistry’s Bovis and Linden Homes brands.

A replacement of the Radley Common Community Centre is part of the development. Three full-size adult football pitches and two junior pitches are also planned.

Lichfields, Professional Consult, and Eddisons have contributed to the application.

The application can be viewed using the reference number 2025/00534/REMM on Warrington Council’s planning portal.
