Willan Living submits plans for 53 Penrith homes

The locally based developer is seeking permission from Westmorland and Furness Council to build the homes on a 4.5-acre greenfield site off Inglewood Road to the north of Penrith.

Planning consultant Tetra Tech Planning submitted the plans for the 53 houses on Willan Living’s behalf.

Designs for the development have been drawn up by Ashwood Design Associates.

The proposal comprises a mix of 15 two-bed, 27 three-bed, seven four-bed, and four five-bed homes across a range of house types including detached, semi-detached, and terraced bungalows.

No affordable homes would be offered by the scheme, with documents stating that “the financial realities of [the] development…would make it unviable to provide 30% affordable housing or an education provision”.

Jonathan Willan, founder of developer Willan Living, is one of many industry professionals to sign up for Place North’s Mind the Gap campaign, calling for a solution to the North’s viability crisis.

Willan Living blamed “increasing regulatory requirements” such as nutrient neutrality, biodiversity net gain, and building regulation changes for its inability to offer affordable homes with this scheme.

The developer has tailored the application to fall in line with the South Eden local plan.

Consultants working on the project include Westwood Landscape Architects, SAP Ecology and Environmental, Rowan Tree Surveys, Eden Heritage, and Arbtech.

If Willan Living don’t like the regulatory requirements, why are they trying to build houses in the middle of green, undeveloped land? Must be some brownfield near Penrith, such as the old gasworks.
