Scape opens £8bn tender, up to 15 partners to be appointed
The procurement specialist has launched a national construction services framework, providing public sector bodies with a compliant route to market over a four-year period.
Five lots are open for bidding on projects across England, Wales and Northern Ireland. Up to three delivery partners will be appointed for each.
Market engagement started in April, with the tender notices now issued this week. Following a two-stage evaluation process, contract award notices are expected in June/July of 2027, with the framework launched in August or September.
Scape said that the framework offers access to a comprehensive range of construction services across all sectors, from new build through to refurbishment, retrofit and long-term programmes of work.
Designed for flexibility and scale, it incorporates a combination of core and specialist lots, alongside regionally tailored solutions for Wales and Northern Ireland to reflect devolved priorities and market conditions.
England construction works and services
Covering all sectors including education, blue light, health, sports and leisure, offices, civic buildings, industrial, commercial, retail and housing – across new build and refurbishment.

England residential construction: decarbonisation, retrofit, repair and maintenance
Focused on residential delivery, including Building Safety Act works, decarbonisation, retrofit and term service programmes.

Tailored to Welsh policy, delivery models and sector requirements.
