Resi plans revived at Miller Arcade
Icon Heritage wants to convert the upper floors of Preston’s historic shopping mall into 46 apartments.
Plans now lodged with Preston City Council by a professional team featuring planner Cassidy + Ashton, David Cox Architects and Henderson Heritage outline the proposals from the developer.
Development, as the team sets out in planning documents, would allow a building that has been important to the Preston story – bringing indoor shopping to the city for the first time in 1899 – play a full part in its next chapter. The ground floor remains busy with retail & leisure.
The building is grade two-listed and sits immediately south of The Harris, facing onto Church Street, and also enclosed by Birley Street, Lancaster Road and the Flag Market.
Although not acted on, consent was given in 2015 for 45 studio flats and restaurant space on Miller Arcade’s upper floors – the restaurant space will now be given over to resident amenity space.
Forty six flats in all – four studios, 24 one-beds and 18 two-beds – are planned across the three upper floors. No external changes will be made, and the existing door onto Lancaster Road replaced, as it is in a poor condition and is envisaged as the main entrance.
Rizwan Ibrahim Bux is listed as the sole director of Darwen-registered Icon Heritage with Companies House.

Understandably PNW mainly reflect what is going on in Greater Manchester and Liverpool, however it’s clear that Preston is making quite progress with some really interesting developments either planned or on site.
