Peel’s housing arm plots 250 homes in Pendle
Northstone, part of Peel L&P, has put forward proposals to build 250 homes in Barrowford, Pendle, with a public consultation set to run until 1 December.
Outline planning permission was granted for up to 500 homes on the site back in 2016. Under Northstone’s plans, a first phase will deliver houses on the southern half of the site, with access taken from Riverside Drive in line with the outline planning consent.
Currently, plans are to deliver a range of homes from starter homes to larger family homes, 20% of which will be for affordable tenures. Plans also include the delivery of improved pedestrian and cycle links for the existing community via the site.
As part of the outline planning permission, Northstone will contribute £1.3m to support local school provision and £250,000 for highway improvements at Junction 13 of the M65. To accommodate the additional traffic generated by the development, as well as traffic to and from Riverside Business Park and the proposed expansion of Lomeshaye Industrial Estate, an off-site highway improvement scheme has already been delivered by Lancashire County Council.

“By working with local people, we believe we can build homes and communities which residents can be proud of and all feedback we receive will help to shape our plans prior to the submission of a planning application.”
Residents can view the proposals at Barrowford Library in Nelson from Saturday 16 November until Saturday 30 November. The consultation is to gather feedback on the first phase of the development, and includes additional details such as design, landscaping, layout and scale.
Northstone was launched in 2018 and is due to start on its first site of 150-homes in Westhoughton, Bolton this month after gaining planning consent in October.

As a long-exiled Higherforder I agree. Plenty of housing stock in Barrowford, but it’s not cheap compared to rest of local area (Nelson, Colne, and to some extent Barlick.) Only way of making it genuinely affordable though is via government subsidy when you consider the all in cost of building a house without any developer profit, when you consider average wages in the area below national average.
