Oldham to approve 120-home snooker hall redevelopment

An apartment block rising to 11 storeys on the site of the former Riley’s building on King Street is expected to get the green light next week.

Applicant Properties Ade 4, headed up by Mohammed and Saeed Aldallal, is already underway with the demolition of the former snooker hall and is seeking permission to build a 120-apartment block in its stead.

Oldham Council has recommended the project for approval ahead of its planning committee meeting next week.

A council report on the project describes the site as “prominent” and in a “sustainable location”.

It adds that “the design will ensure an acceptable standard of amenity for future residents without resulting in an adverse impact on neighbouring occupiers…[and]would assist in the regeneration of the town centre”.

Footprint Design is the architect for the scheme, designed for open market sale.

The project features 57 one-bedroom apartments, 61 with two bedrooms, and two with three bedrooms. 5,700 sq ft of commercial space is also proposed.

A financial viability appraisal prepared by TCP Property states that the scheme’s marginal viability means it cannot support the delivery of on-site affordable housing against a 20% profit expectation.

The principle of development on this site has already been established. In 2007 and 2010, plans for residential schemes were approved. However, the plans were never carried out.

Seems to be missing a staircase. Is citing old BS really good enough? The requirements for two stairs serving all floors in HRB was no secret before the release of BS 9991:2024. Poor form on the client’s part in making this decision. This building is obsolete before its even got planning and is supposed to be helping kick start regeneration of Oldham – Oldham deserves better.

Does that mean more cars to park on the road and stop the trams every day.It is like a free for all after 8pm cars parked on double yellow lines all over the pavements double parking on the pavements.

Traffic is horrendous around George Street area and extra parking needs to be addressed before this is given the all clear.

Traffic in this area is very heavily congested and almost gridlocked at times in the late afternoon when the colleges turn out so tight control on any parking in this area is essential. Parking on the tram route here needs to be sorted out before any building goes ahead or it will be chaos.

I like the terrace that steps back at the top. Architects should consider these mansards type roofs that we see a lot of in European cities instead of just flat roofs that architects privilege.
