Oldham kicks off £32.5m partnership opportunity
The council wants to appoint a partner to deliver a series of highways and public realm projects as part of a sustained effort to improve the town centre and beyond.
Oldham Council is hoping to appoint a partner in August to deliver a series of improvement projects valued at £32.5m.
The schemes aim to improve the pedestrian environment around the borough while also promoting active travel.
The highlight of the package is the creation of a new six-acre town centre park, which forms a key part of Oldham Council’s £550m regeneration proposals.
Jubilee Park is to be constructed partly on the site of the existing Tommyfield Market, which is to relocate to Spindles Shopping Centre as part of the wider strategy.
Other projects included in the public realm and highways strategy:
- Junction improvements in Mumps
- Remodelling of St Mary’s Way to improve connectivity to the town centre
- Sustainable travel infrastructure improvements along the B6194 & A663 in Beal Valley, Shaw
- Creation of a quality bus corridor and active travel route along the A671.
Oldham Council has begun preliminary market engagement to inform a procurement and delivery strategy for the package of works.
A tender notice published on Bidstats states that the council is “seeking a strategic delivery partner to deliver a series of high-quality public realm and highway improvement works across Oldham and its local district Centres”.
The notice states that that partner “will have the financial means, relevant experience, skills and resources, and will adopt a partnership working approach”.
Sounds positive. Places up and down the country quickly realising what a mistake it was to allow cars to invade our cities and towns

A good area for a park is not the town centre. The land in between sholver and derker could be made a beautiful outdoor space with trees etc.

As if people find the energy to moan about greenspace. Honestly go out and enjoy yourselves.
This is the whole point – Manchester does skyscrapers, the satellite towns do the medium rise with easy access to greenspace.
That’s how’s it’s going to turn into what is already a successful city region with something for everyone.

Why put a park in the centre of the town ? We have one already just out of centre. The town needs a new shopping complex for people to spend money and invest in the town ,they aren’t going to spend money in a 2 nd park .🤬
