Network Space’s 85,000 sq ft Project Halo tipped for sign-off
St Helens Council is expected to grant permission to the developer for four life science-focused units next week, alongside Persimmon’s bid for 220 homes in Garswood.
Network Space’s 85,000 sq ft Project Halo would be constructed on a five-acre site located off the A570 James Roby Way close to Glass Futures and SINA Medical.
It would feature a quartet of office/industrial hybrid units of between 7,629 sq ft and 31,484 sq ft.
Network Space was appointed by St Helens Council as development manager for the site in 2023, following the council’s acquisition of the land with support from the Combined Authority.
The company previously partnered with the local authority to deliver the £54m Glass Futures next door.
Like Glass Futures, the firm’s latest scheme would sit within the emerging St Helens Manufacturing & Innovation Campus, which is itself part of the Liverpool City Region Life Sciences Innovation Zone.
The aim is for the cluster to be a world-leading hub for the glass industry both in terms of manufacturing and decarbonisation.
Project Halo would provide workspace for businesses within this sector, which would enjoy benefits of setting up shop within the innovation zone including full Stamp Duty Land Tax relief for land and buildings bought for commercial use or development for commercial purposes and 100% relief from business rates for five years on newly occupied business premises.
Aew Architects is leading on design and Spawforths is the planning consultant. Urban Green, Stantec, and GWB Consultants are also advising.

At the same meeting, St Helens Council’s planning committee is expected to approve Persimmon Homes’ plans for 220 houses across 25 acres at Weathercock Hill Farm.
The project would include various house types, including bungalows, terraced, detached, and semi-detached properties.
Persimmon Homes’s 220 homes would comprise 11 one-, 61 two-, 75-three, 67-four, and six five-bedroom houses.
Of the homes, 66 will be affordable, fulfilling the 30% affordable homes requirement set out by the council.
