Kellen, ForHousing table plans for 218 Swinton homes
The active developer and housing association have joined forces to work up plans for the redevelopment of a site last occupied by toy manufacturer RMS into affordable homes.
Kellen Homes wants to deliver 172 apartments in four blocks and 46 houses for ForHousing on a 5.8-acre plot east of Pendlebury Road a short distance from both Swinton station and the town’s main shopping area.
The development would provide a mix of one-, two-, three-, and four-bed properties, 96% of which would be available for social rent. The remaining 4% would be rent-to-buy properties.
The development seeks to address an acute need for affordable homes in Salford.
According to a planning statement prepared by NJL Consulting, only 668 affordable homes were delivered in the city last year while there are around 3,300 households on Salford’s Housing Register and 800 in temporary accommodation.
The scheme would see RMS’s 80,000 sq ft warehouse demolished. The firm will relocate some of its operations but retain Grafix House on the opposite side of Pendlebury Road.
NJL Consulting is advising on planning, Turley on the masterplan, and BTG Eddisons on highways. Roger Hannah, Ep3, Arbtech, Ambiente, Fenix, King Street Planning, and Square Yard are also advising.

Kellen Homes was set up by Daren Whitaker, founder of skyscraper specialist Renaker, and is among the most active residential developers in Greater Manchester.
The firm is active in Salford, Bury, Manchester, Rochdale, and Wigan and turned over more than £100m in 2025, making a £17.7m profit before tax.
