Hyndburn pulls trigger on Huncoat Garden Village CPO
Negotiations to acquire land needed to build a 1.1km relief road to unlock the 1,800-home development are not progressing quickly enough, prompting the council to flex its compulsory purchase muscles.
Hyndburn Council approved plans for the link road last week but does not yet have all of the 26 acres needed for the project, prompting the requirement for a compulsory purchase order.
The road would connect Altham Lane to a roundabout on Burnley Road (A679) and is aimed at easing capacity issues on the existing network and forms a key part of Huncoat Garden Village.
While negotiations with private landowners will continue in parallel to the order, Hyndburn Council believes it is necessary to speed up the land acquisition process and complete it in a “timely manner”.
The garden village project has received £30m from Homes England, which would be spent on acquiring land and building the road.
Situated near Junction 8 of the M65, Huncoat Garden Village is set to be built on the former Huncoat Power Station and former Huncoat Colliery site. In addition to housing it is meant to deliver a local centre, expanded primary school, and car parking at Huncoat Railway Station.
The masterplan drawn up by Arcadis and Avison Young also features nearly 60 acres of open space, including a new woodland.
