Garstang homes get third consent in three years

A residential project that has already been approved twice by Wyre Council’s planning committee has again been successful at its third hearing, securing consent for 270 homes in Garstang.

The scheme west of Lancaster New Road includes 60,000 sq ft of offices and light industrial space and 5,000 sq ft of retail and leisure, alongside the homes.

Access to the site will be from the A6 and Nateby Crossing Lane, and the scheme will also involve the construction of a roundabout.

Put forward by landowner J Chippendale and planner Roman Summer Associates, the proposals were previously considered at committee in March 2017 and June 2018.

The scheme was approved in 2017 subject to the completion of a section 106 agreement. The application returned in 2018 because the applicant requested a change to a condition, and was again approved.

The scheme reached committee for a third time because changes were made to the development mix and the design of the roundabout.

In the time the application has been in the system, Wyre adopted its Local Plan, which meant a masterplan also needed to be created for the site to satisfy the newly introduced planning policies.

Members of the public and councillors have voiced concerns regarding proposed changes to highways, although there was no objection from the Highways Authority to the latest project.

The scheme was approved by the council’s chief executive under delegated powers, used during the coronavirus lockdown as planning committees are unable to meet.
