Developer looks to lock in 412-bed Salford PBSA consent
Team Quest International claims work on the redevelopment of a site off Seaford Road into a student housing scheme began ahead of the permission expiring last month.
Located on the site of the former Stervon House at the junction of Broughton Road East, Seaford Road and Frederick Road, Team Quest International’s development would feature 148 cluster flats, providing a total of 412 beds.
The developer was granted planning approval for the part five-, part-six-storey student scheme in January 2023. Now, the firm is requesting a lawful development certificate from Salford City Council to confirm a material start on site has been made.
If the council agrees that the work carried out constitutes a start on site, then the planning permission will be locked in. If not, the developer would have to reapply for consent.

On the neighbouring 5.3-acre former British Vita site, Kellen Homes is nearing completion of a 168-home project on the former British Vita site on Seaford Road.
A short distance away on Frederick Road, work on Salford Rise, a near five-acre podium connecting two parts of the £2bn Salford Crescent masterplan, is ongoing.


Sit on planning permission for three years and you should lose that permission and also be charged rent. Enough is enough.
