Consent secured for expanded Runcorn project
Bolton-based Challenger Building Services has won planning permission from Halton Council for a 35-apartment affordable housing scheme for over-65s.
The approval for Irwell Lane replaces an earlier consent granted in November 2020 for a three-storey development of 32 or 33 apartments.
Challenger’s refreshed plans were submitted in April.
Falconer Chester Hall is the scheme’s architect. The professional team also includes planner Satplan, transport planner Mode, DEP Landscape Architecture, Surety Fire Solutions and structural engineer Philip Wright Associates.
The revised scheme also provides 18 car parking spaces at the rear of the building, including three disabled and two electric vehicle spaces, together with a landscaped residents’ garden and external cycle storage unit.
Challenger managing director Richard Hutchinson said: “The local authority has recognised the scheme’s value in regenerating a prominent brownfield site. We will deliver more social value with this larger scheme.”
We have seen it all before. The “Over 65 Limit” will last for about 5 minutes. As soon as they cannot fill the flats it will become a free for all. I will be very surprised if it does not become an immigrant hostel.

Further to my previous comment. Who has been designated to ensure that the Over 65 stipulated will be adhered to? Will there be regular checks by the council officers to ensure that stipulation is not broken.?
