Agreements signed to unlock pair of Cheshire regen projects
Proposals for 500 homes in Chester city centre and Northwich town centre have taken a step closer to reality after the local council inked agreements with VINCI UK Developments and ION Property Developments.
The VINCI/ION joint venture was selected in June to deliver the regeneration of Weaver Square in Northwich, comprising circa 100 homes, and the second phase of the Northgate project in Chester.
The latter project, the larger of the two, proposes the redevelopment of the Forum shopping centre, which is owned by the council, and the delivery of around 400 homes.
Now that the pre-development agreements have been signed, VINCI/ION is planning to launch consultations on both schemes in the new year, while the creation of masterplans and business plans, as well as the hunt for external funding, ramp up.
Cllr Nathan Pardoe, Cheshire West and Chester Council cabinet member for inclusive economy, regeneration and digital transformation, said: “The Weaver Square and Northgate redevelopments are unique opportunities to create vibrant and sustainable residential-led neighbourhoods in the heart of Northwich and Chester.
“Most importantly, they will transform tired buildings and deliver quality placemaking, creating spaces that future generations can be proud of. We are committed to working with VINCI and ION to co-produce a masterplan that reflects the aspirations of Northwich and Chester residents and businesses and will begin this process in the new year.”
A spokesperson for VINCI/ION said: “We look forward to working with the Council and the community to develop our plans for both Weaver Square and Northgate, in both cases replacing the 1960s empty shops and buildings that are past their useful life with a range of new modern and sustainable homes that will be a major boost for both places, helping drive their future growth and success.”


Well for the Chester proposal, they’ve got a consultations running FY next year, planning in Q2 2027, and no actual building work until Q1 2029 – it’s not exactly snappy, especially given that the whole area is just empty / mostly empty office buildings, and the derelict market. I truly hope they get something done, and don’t just take the ‘talking money’ and deliver nothing, or at worse throw up another cheap student slum and run.
