Wigan approves block of 179 apartments at £180m Cotton Works

The first new-build phase at Heaton Group’s ongoing redevelopment of the former Eckersley Mill complex has been given planning consent.

Wigan Council has approved an application lodged by the homegrown developer in 2024 for 179 flats in a six-storey block. The scheme has been allocated £14m from Greater Manchester’s Good Growth Fund.

The building would be one of five new-build blocks to be delivered at the former Eckersley Mill complex, totalling around 950 homes.

Horizon Fletcher Rae is the architect and Paul Butler Associates is the planning consultant.

Located less than 10-minutes walk from Wigan’s two train stations, the 15-acre Eckersley Mill complex presents a massive opportunity to deliver something impactful in Wigan.

The masterplan for Cotton Works features the conversion of two of the old mills – one into flats and another into and office and hospitality complex – as well as a hotel.
