Views sought on vision for £5bn Liverpool Central regeneration
Liverpool City Council is collecting feedback that will inform the creation of a strategic regeneration framework for the 86 acres around the underground station.
Residents, business owners, and other stakeholders are being canvassed for their opinions on things like the state of the public realm and what they would like to see delivered as part of the £5bn regeneration of Liverpool Central.
The vision is for a mixed-use scheme around an upgraded station. Notable assets that fall within the SRF scope include the former Lewis’s department store, which is up for sale, the Adelphi Hotel, and St John’s Shopping Centre. The consultation will run until 9 August.
Cllr Nick Small, cabinet member for growth and economy, said: “We want to make it as easy as possible for people to understand the proposals for the Central Station area and have their say on its future.
“This new platform brings together information on the emerging plans in a way that is clear and accessible, so I’d encourage everyone with an interest in the area to take a look and share their views.
“The feedback we receive will play an important role in helping to shape the next stages of the project.”
A team led by architect Hawkins Brown will develop the strategic regeneration framework to guide development around the city’s busiest transport gateway; Liverpool Central welcomes more than 14.8m passengers a year and is the most-used underground station outside of London.
The plan for the Central Station SRF is to outline how land is used, how public spaces are shaped, and how people and vehicles move through the area. It will also set out principles for future development and regeneration opportunities.
Working alongside Network Rail property division Platform4, Hawkins\Brown will lead a design team in shaping a long-term vision for the Central Station area.
The 86-acre project has been chosen as a pilot project for the Government’s reformed Green Book appraisal process, aimed at unlocking a £5bn transformation of the station and surrounding area.
Set out as the fundamental design principle is to seamlessly integrate the station with Liverpool Lime Street and connect Merseyrail services with national rail services, in a similar way that London’s King’s Cross and St Pancras stations operate together as a transport hub.
Steve Rotheram, Mayor of the Liverpool City Region, said: “Not only is Liverpool Central the busiest underground station outside London, but a massive regeneration project that is key to our city’s future success.
“It’s important that we get the train station element right, but this is also a unique opportunity to deliver new homes, enhanced space for growing businesses and deliver a world-class welcome befitting a world-class city like ours.”

Rebuild it in the same style as was the old High Level terminus. Using st. Pancras as a template, by opening up the ground level, to allow the light to penetrate down to the platforms.
Retail could the remain on the upper level. Along with a generous waiting area, keeping passengers from waiting on the platforms

This is a real opportunity’ for the city regions many long standing MPs to deliver an important project, most of them spend their time jumping on passing bandwagons or sniping at their own government, .no wonder the city region does get major investment from the government. For a regeneration project of this scale, AI should absolutely be consulted as part of the planning and public feedback process.
A £5bn transformation around Liverpool Central is not just about buildings, retail, transport links and public realm. It is about how millions of people will move through, live in, work in and experience this part of the city over the next 20, 30 or 50 years.
AI could help analyse passenger flow, pedestrian safety, accessibility, traffic movement, business impact, housing need, night-time economy risks, public sentiment, environmental performance and long-term regeneration outcomes. It could also help identify issues that may be missed in traditional consultation exercises.
That does not mean AI should replace residents, businesses, planners, architects or elected representatives. But it should be used as an additional independent analytical tool to stress-test the proposals and provide an evidence-based opinion on what is likely to work best for Liverpool.
For a project of this importance, the city should be using every available tool — including AI — to make the best possible decisions.

Talk of spending 5 billion on the surrounding area of the underground station. With an annual footfall of circa 15 million. Yet this underground station has one island platform servicing two tracks on the Northern line. It’s grossly over crowded and it has all the potential of becoming a major incident with substantial fatalities. Steve Rotherham shouldn’t be allowed anywhere near this project. Especially after he helped to procure and promote the new generation of the Merseyrail fleet of electric trains. The very same trains that cannot safely disgorge all passengers at certain Merseyrail stations because they are too long. Central Station requires additional platforms. However Central Station does not need or require the ineptness or involvement of Steve Rotherham. Put yourself forward for the vacant Mayor of Manchester Rotherham.

Have people actually looked at the consultation material. So light on detail. Don’t the Liverpool City council or the LCRCA have any clear vision themselves?
As is typical of many surveys you are forced to select from answers for a pre-prepared list; even worse for much of the survey you have to select an exact number of options.
I can’t believe a professional consumer research or market surveyor would want to put their name to this awful process.
What a waste of money. I would love to see how much it is costing.

Everyone keeps talking about keeping money and opportunities local, yet when it comes to designing Liverpool’s future we look to Manchester and London businesses. Why? We have plenty of local talent.
Also, where is this £5bn coming from? If it’s real, explain the funding. If it’s an aspirational figure, say so. Big headlines are easy, transparency is harder!

Im from Liverpool and love the city! BUT feels like Liverpool do everything in silo! No strategic view as its too much to deal with. So we get pockets of investment that dont work overall! They cannot organise the London Road works which keep slipping backwards at circa £14m. They’re recruiting for new director of transport…. so this could take them a while! As usual the whining minority attack any new ideas or complain about those who make suggestions. They would be the same people who claimed Hill Dickinson Stadium would never be built . There is a minority in Liverpool who have a ‘ can’t do ‘ attitude . Thank goodness the ‘ can do’s’ outnumber them . Make the designs and then let the people decide which they like best, but get hold of the Adelphi owners and tell them to sort their shabby hotel out .

I agree with the comments by J Greenwood. The old high-level station area needs to be reclaimed and opened up to allow natural light to flood into the place. However, before that, two extra platforms need to be added to cope with any future expansion eastwards to sort out the City Line towards Newton-le-Willows.
Though god knows we’ll all be dead an buried before a spade goes into the ground.

The only way to do this is extra platforms on the Northern line and linking the Wrapping Tunnel allowing services from the east into Central. The platform space at Lime Street could then be used to services from the South West and Edinburgh. Doubt Steve will do this it’s far too strategic and long term for him, only does short term things so he can get the photo op. For once do something to benefits strategic rail connections.

Would love this to happen, and it needs to happen, but to make it work we need to re-open the rail tunnels at Edge Hill, as we have to take the burden off Lime Street so it can take more long distance trains.
Look to Europe where many non capital cities have great urban rail systems that are light years ahead of us eg Bilbao, Antwerp, Lyon, Marseilles, Barcelona, Hamburg.

This must link the northern line to the east via the Wapping Tunnel, the initial link was built in the 70s. The released capacity at Lime Street can be used for lost long distance services, thanks DfT.

We’ve been waiting five years for Broadgreen station to be be upgraded to make it accessible. Shortened platforms,no ticket office and a makeshift bus shelter as the only passenger “facility” are all that is left of this historic station. Please fix this before any pie in the sky pla s for Central, which has no funding and has been totally ignored by LCRA. An absolute disgrace.

I hope something comes of this, the area around Mount Pleasent/ Brown low Hill Opposite the Aldephi needs addressing along with the old Lewis’s building and other areas.
Will the project be susceptible to any recent suggestions that the Northern Rail scheme by Parliament should be reviewed?
I know this is in the Governments Green book, but whoever is in charge of the Treasury may have their options curtailed.
Anyway, as always I remain optimistic.

Yes David Bush the Hill Dickinson stadium maybe is good in itself but to describe the organisation on Event days as adequate is giving it way to much credit.
Poor traffic management, inadequate rubbish collection and poor stewarding of local residents or shoppers are just some of the problems.
Nevermind the broken promises about improving public transport options.
If the LCC can’t get this right after nearly 18 months how can they be trusted with £5bn?

I have completed number of those surveys and they are a total waste of time, they lead to more of nothing. The areas directly outside both entrances to Central station are scruffy, increasingly full of bars and don’t create a great first impression of the city. If they are going to spend so much money they need to come up with a long term plan and look after it once complete. I love Liverpool but it gets dirtier and scruffier every time I visit.

The station in question is Central Station which may be 5 mins walk from Line street but is not disused and has over 14 million passengers per year. Not sure where you get the idea it is disused? Yet another public consultation. Tax payers are having to foot the bill for Pall Mall. How on earth do they think they’re going to raise £5 billion for this. It just gets worse and worse. Of course it is disused because of the Liverpool central high level is disused but low level is still existing but why build a new transport hub it completely unknown building design between disused high level and existing low level, I just no wondering why £5BN it too much it seem very strange. And most Liverpool people said don’t want spend a £5BN from public taxpayer it absolutely RIGHT because of waste of money like I said earlier.
