Rowland secures Haydock Park all-clear

A quarter of the 88 homes developed at the racecourse-adjacent Ashton-in-Makerfield project will be classed as affordable.

Permission was granted at Wigan Council’s planning committee meeting on 2 September, building on an outline consent granted in 2022, a permission that allowed for the enabling removal of 156 and 158 Windsor Road.

Rowland’s site measures 6.7 acres and is made up of mostly greenfield land located to the north of Haydock racecourse, adjacent to the approach off Lodge Lane – as described by planning officers, this area was used by the venue as an overflow car park before being sold to the applicant. North-east of the site lies the Ashton Heath recreational space.

The development includes housing types, ranging from bungalows to two-and-a half-storey dwellings. Following revisions, the housing mix is proposed as:

Open market homes: 35 four-bed detached, 21 three-bed semi-detached, two three-bed townhouses, eight three-bed detached

Affordable homes: 15 three-bed semi-detached/mews homes, three two-bed semi/mews, four two-bed bungalows.

Of the affordable homes, nine are proposed for affordable rent and 13 for shared ownership. All properties will be tenure-blind.

As outlined by advisor Savills in its planning and affordable housing statement, Rowland has built up a track record both in the wider region and locally, with work in Wigan borough including Meadowfields in Hindley Green, two phases of Astley Green, and Garrett Fields and Finch Park in Tyldesley.

The professional team also includes transport planner Mode, e3p, Redmore Environmental, Envirotech, MPSL, Ascerta, GIA, Enjoy Design, and Ironside Farrar.

The application’s reference number on Wigan’s planning portal is A/24/97802/RMMAJ.
