Kier starts work on scaled-back Winsford town centre regeneration
The contractor is eyeing a 2024 completion of the first phase of the £20m project, which will see the redevelopment of Winsford Cross Shopping Centre off Dene Drive and a new public square.
Kier Construction is working with Cheshire West and Chester Council on Winsford’s town centre regeneration, which will also deliver a 8,200 sq ft community hub and further retail space in later phases.
AHR Architects designed the scheme, of which phase one will see the demolition of Queen’s Parade and Fountains Court. The buildings will be replaced with a 1,800 sq ft Costa Coffee drive-thru, as well as a 26,600 sq ft B&M store with an 8,800 sq ft garden centre attached.
Visitors will also have access to a new 168-space car park, as well as improved footpaths and cycle access.
CWAC revisited the scope of its original proposals in March, scaling back the project due to soaring construction costs. As a result, plans for the creation of three units totalling 6,000 sq ft next to the shopping centre were deferred with options for future phases of development to be considered when market conditions improve.
CWAC is funding most of the £20m project itself, having acquired the site in 2018.
The project will also be part-funded by the local authority’s successful £10m Levelling Up bid in January.

Cllr Nathan Pardoe, cabinet member for inclusive economy, regeneration, and digital transformation, said: “The project is vital to delivering on the aspirations of the people of Winsford and will help to drive the local economy in the town centre.
“Opportunities for new and existing businesses, and fantastic green open spaces for events or just enjoying a coffee, will make the town a great place to visit for local people.”
Work on B&M and Costa is expected to complete in winter 2024. The redevelopment of the remaining public realm and public square will start shortly after to create green space to be used for events and pop-up activities.

Winsford does not need any more cheap stores, nor vape shops or charity shops or estate agents. We do need some quality shops and independent shops. The library and indoor arcade should be kept.
