Outline case approved for £22m Holyhead Hydrogen Hub
EDF subsidiary Hynamics and social enterprise Menter Môn will join forces to deliver a power plant capable of producing zero-emission hydrogen, having secured support from the Welsh Government’s £1bn Growth Deal.
Ambition North Wales, which controls the Growth Deal cash, approved the outline business case for the Holyhead Hydrogen Hub on Tuesday.
If the hub’s full business case is approved, the hydrogen plant will be constructed on 3.7 acres within Parc Cybi. Situated in Holyhead and within the Anglesey Freeport, Parc Cybi is owned by the Welsh Government.
Set to operate over the course of 15 years, the hydrogen hub would produce almost 9,000 tonnes of hydrogen.
The scheme already has planning permission in place to install a 1MW electrolyser to split water into hydrogen molecules. The additional support from Ambition North Wales will help scale the project up to a 5MW electrolyser.
Renewable energy will provide the power needed to run the electrolyser, ensuring that the hydrogen comes with zero carbon emission strings.

The Holyhead Hydrogen Hub has £22.2m backing it. Of that, £8.6m comes from the public sector, including Ambition North Wales and the Department for Energy Security and Net Zero. The remaining £13.6m comes from Hynamics and other private sector investors.
With the outline business case approved, the next step is the development of the full business case and procurement exercises.
Isle of Anglesey County Council Leader Cllr Gary Pritchard described the outline business case approval as “an important milestone” for the project and the growth of the area’s low-carbon economy.
“This is about more than producing green hydrogen,” Pritchard said.
“It is about creating the infrastructure, skills and confidence needed to support businesses, attract investment and help build a new clean energy sector here.”
Dafydd Gruffydd, managing director of Menter Môn, agreed, emphasising the value this part of North Wales has when it comes to energy generation.
“Holyhead is a strategically important location for the development of green hydrogen in Wales with existing grid connections and transport links,” Gruffydd said. “Here at Menter Môn our vision is to unlock the potential of our people and resources to secure the future of our communities.”
