Seddon primed for £40m Salford contract

Council sign-off is expected next week for the firm to deliver 144 affordable homes at Robert Hall Street in Ordsall.

Salford City Council’s procurement board will discuss the contract at its meeting on 14 September. An hour after that, it will go bore the council’s property and regeneration briefing session.

As recorded in the executive summary, Seddon Construction has been procured via the Innovation Chain North framework to progress the scheme, having already been appointed under a pre-construction services agreement produce detailed costing and preparation for the main build contract.

That PCSA was confirmed last autumn, with the scheme revealed as the first part of a 274-home project that initially had Vistry attached. Buttress is the architect. Plans were approved in 2024.

As the local authority looks to move the project forward, a phased delivery approach has now been agreed with Bolton-headquartered Seddon – a veteran of public sector partnerships – to deliver 144 homes, with the total contract value coming in a shade under £40m.

The officer report said: “Seddon have successfully constructed a number of council affordable housing schemes and have experience of building homes to the councils high environmental standards.

“Seddon have worked with the design team to ensure construction deliverability and cost savings were built into the design process. This provided a fully informed contract sum. The contract sum reflects the high specification of the low energy homes, high abnormal costs associated with this and the brownfield nature of the site and has been assessed by the councils cost consultants as value for money.”

Total scheme costs are estimated at £46.3m. Various sources will be used in the funding mix, most notably Homes England’s Affordable Homes Programme at £16m, GMCA’s Good Growth Fund with just under £4m and the Brownfield Land Release, with around £1.6m.

The capital resource required is still above £24m, which will be met from Salford’s approved 2026/27 housing strategy capital programme. Any capital expenditure falling beyond 2026/27 is included within future iterations of the council’s three-year capital programme.
