Confirmed speakers

Tom Stannard is chief executive of Manchester City Council. Working closely with Manchester City Council Leader Cllr Bev Craig, Stannard is in charge of implementing the local authority’s vision on how best to generate growth that benefits the whole city. This includes the city council’s work to jumpstart affordable housing delivery within its borders and its masterplans for regeneration at Strangeways, Red Bank, Wythenshawe, Holt Town and more.

Cllr Nick Mannion is the Leader of Cheshire East Council. Cheshire East has dynamic plans for Crewe, with ambitions for 1,000 homes in the town centre. The local authority is also exploring what it looks like for Crewe to become a Gen Z city, purposefully engaging with the younger generations to explore their wants and needs for a small city. Add to all of that the fact that the council’s borders also include one of the government’s shortlisted New Towns – Adlington – and you’ll see why Cheshire East is a vital voice to have at a discussion around housing in the North.

Jamie Adam is the national director of Savills’ Residential Investor Hub and the head of the residential development sales in the North. With 25 years of experience spanning both client-side and agency roles, Adam advises and represents developers on the sale and marketing of residential projects throughout the region. With his finger on the pulse of the residential scene in the region, Adam is well-placed to provide up-to-date insight on how the market is performing.

Caroline Baker is managing partner of the North West at Cushman and Wakefield. Baker specialises in leading multi-disciplinary teams to prepare deliverable strategies to transform places, in particular town centres including Stockport, Crewe, Macclesfield, Wigan and Ellesmere Port.  She has in-depth appreciation of residential markets and advising public and private clients on how to transform perceptions and drive value to unlock residential development in key areas including Manchester and Preston city centres.

Joanne Parr is a director of property finance at Close Brothers Property Finance. The head of Close Brothers’ Manchester team, Parr has more than 29 years providing bridging and development finance. Close Brothers has been a tour de force in the SME housebuilding lending scene for the past 50 years, with a loan book of nearly £2bn. In addition to housebuilders, the company supports student accommodation and build to rent projects. Parr will bring her financial expertise to the event, weighing in on how lenders see the current housing market.

Vanessa Rowell is an associate planner at WSP. Rowell has spent more than a decade securing planning permission for public and private sector projects across the North West, Midlands, and South East. She is also a specialist planning policy advisor to local planning authorities across the country. Expect to hear her elaborate on hot-button planning topics such as Green Belt, grey belt, affordable housing provision, and winning over local stakeholders.

Cllr Mark Smith is the cabinet member for economy and built environment at Blackpool Council. He is also a board member of Blackpool Tourism, the council-owned company that operates Showtown Museum, Blackpool Tower, Sandcastle Waterpark, and the local Madame Tussauds. Smith has been a vital part of Blackpool’s transformation, overseeing the delivery of the Blackpool Airport Enterprise Zone and the Holiday Inn Hotel in the town centre. Blackpool’s 15-year plan for the Central Housing Regeneration Area has received Homes England backing and features an ambitious programme of demolition, construction, and refurbishment.

Jo Volpe is the chief executive of the Leeds Older People’s Forum and chair of AgeUK Bradford District. An advocate for older people’s housing as well as a member of West Yorkshire’s Dementia Ready Housing Taskforce, Volpe will bring her expertise from across the Pennines to share what lessons have been learned in Yorkshire about providing for seniors and how the North West can best approach delivering for its own residents.

Steve Skelton is the associate director of housing and planning at Liverpool City Region Combined Authority. LCRCA is in the midst of crafting its spatial development strategy, a single planning document that will provide a framework for building and development for all six boroughs over the next 15 years. Key among this is the combined authority’s emphasis on brownfield-first development, and ambitions for housing. While not chosen for a new town, the LCRCA has committed to delivering hundreds of homes in North Liverpool.
