St Cuthbert’s Garden Village moves forward with first application
Northern Trust Land wants to build 180 homes on an 18.5-acre plot in Carleton, to the southeast of Carlisle city centre.
Cumberland Council will now consider the plans for a residential scheme offering a mix of open market and affordable homes within the decades-long St Cuthbert’s Garden Village project, which is to be one of the largest residential projects of this kind.
St Cuthbert’s is currently under public consultation until May 6. This application concerns phase one of the Carleton neighbourhood, at the very eastern edge of the masterplan area.
The design and access statement compiled by Planit envisions a low carbon neighbourhood set in “stunning healthy landscapes”, promoting healthy lifestyles and active travel.
Public open space plays a central role in the application – among the 180 properties would be three green spaces, Hillside Park, Bob Bell’s Green, and The Green Corridor, the site’s “front door”.
Hillside Park would be a semi-natural parkland on a steep hillside to the plot’s northern edge, connecting with neighbouring Carleton Cricket Club.
Bob Bell’s Green would become the Garden Village’s principal community space, with play areas and open space provided on the grass meadow.
Savills’ planning statement shows the outdoor realm would cover 1.28 acres with parks and gardens, two acres of semi-natural greenspace, and one acre for amenity open spaces.

David Jones, senior land manager at Northern Trust, said: “We’re bringing forward plans for a well-designed development that offers a strong mix of homes and integrates seamlessly with its surroundings.

The site is a small slice of the spatial vision for the Carleton Neighbourhood, which covers some 220 acres.

Wardell Armstrong is on Ecology, Transport, and Arboriculture duties.
Northern Trust has also made moves in St Helens, pitching 54 homes in a joint venture with Breck Homes.
