Public to have say on second Blackburn rail station location
Following the consultation on a regional transport plan for the county in October, the local authority is now assessing demand for a new railway station for the borough.
Three potential locations for the station have been scouted, with Ewood, Lower Darwen, and Spring Vale in Darwen on the shortlist.
The consultation is set to run until 4 January 2026.

Blackburn railway station is found off Railway Road in the town’s centre. The three shortlisted locations for a second all lie south of the existing station.
Cllr Phil Riley, Leader of Blackburn with Darwen Council, said: “It’s really important to stress that this is only a feasibility study – we’re right at the very start of what could be a lengthy process, including the need to secure the necessary funding.
“We are absolutely determined, however, to offer improved transport links right across our borough to support better journeys for residents and help drive the future success of the whole area.
“This study will help us understand what matters to local people – whether they’d use a new station and where it should be.”
Cllr Riley is also the transport lead for the Lancashire Combined County Authority, which is developing the local transport plan alongside Blackburn with Darwen Council and Blackpool Council.

The final version of the local transport plan is expected to be submitted to the LCCA for approval in early 2026.
Cllr Riley added: “We know that good quality transport directly improves life chances.
“Sadly, for too long people in Lancashire have been held back by slow journeys and unreliable services and the impact that these have on everyday life. We want to change that.
“Through the Combined Authority we can also make the case for big investments to improve transport options in Lancashire – a chance to bring about change that is much-needed.”


Lower darwen has very limited public transport into Blackburn and darwen

Blackburn Council are not interested in residents, particularly Darwen residents. They do what THEY want and totally disregard residents.

There was a station at Lower Darwen that closed and Jack Walker proposed a station at Ewood but the council refused him permission
