Green departs Bolton for Lancashire

Lancashire County Council has followed up last year’s appointment of Bolton Council’s director of place Stephen Young by hiring Phil Green as director of growth, environment, and planning.

Green, who previously worked with Young at Bolton, will take up his new role with Lancashire on 29 July. He takes over from Richard Kenny, who has held the post on an interim basis.

Green has worked for Bolton for 23 years, and is currently assistant director of economic development and regeneration, working with director of place Gerry Brough.

His appointment follows the hire of Young, who joined the county council in a newly-created role as executive director of growth, environment, transport, and community services.

His role covers highways, economic development, planning, public transport, waste management, libraries and museums. The brief also includes maximising opportunities to bring projects and funding to Lancashire through the Preston, South Ribble & Lancashire City Deal, the Growth Deal, Transport for the North, and the Northern Powerhouse.
