Green light for Pall Mall hotel

Developers Kier Property and CTP have been granted consent for a 13-storey, 280-bedroom hotel in Liverpool city centre, with Leonardo Hotels lined up as operator.

The hotel is the first part of the developers’ wider £200m regeneration of a three-acre area around Bixteth Gardens and Exchange Station in the city centre, known as Pall Mall. 

Outline consent for the masterplan was granted in November. The scheme is planned to include 400,000 sq ft of offices as well as leisure, retail and a public square. Contractor Willmott Dixon has already completed remedial work on the site. 

The 150,000 sq ft Leonardo hotel, which will occupy part of the wider development site, will feature a pedestrian footbridge connecting Pall Mall with The Gardens at the rear of the Mercury Court building. 

The application proposed the demolition of an existing building next to Pall Mall, and also said there is scope for additional development on a neighbouring 7.5-acre site currently used for car parking, which would form the second phase of the scheme and include a car park and residential units. 

Leigh Thomas, managing director of Kier Property, said: “This is another milestone for the Pall Mall development in the heart of Liverpool’s commercial business district, and it comes at a crucial time in the site’s regeneration.” 

Joe Anderson, mayor of Liverpool, said: “It’s extremely encouraging to see developers such as Kier and CTP continuing to press ahead with this much needed scheme. 

“The announcement, soon after [Liverpool Knowledge Quarter’s] Sciontec deal, is another welcome vote of confidence in Liverpool’s appeal and points the way for how our economy will grow once the Covid-19 pandemic is behind us.”  

The project team for Pall Mall includes Allies & Morrison as architect, Re-form as landscape architect, WSP Indigo as planning consultant, Curtins as structural and civil engineer, Ernest Griffiths Services as engineer, and Sweco as transport engineer.

The hotel is one of two in the pipeline in the North West for operator Leonardo, which is also in line to operate developer Capital & Centric’s £24m Jenga-style hotel in Manchester.
