Crown Oil plots £15m Heysham Business Park expansion

Plans have been submitted to build four employment spaces on the 45-acre estate off Stalls Road in Middleton.

Crown Oil Group, SCP Investments and Ignite Asset Management purchased Heysham Business Park last year from Celtech. The estate used to be part of Heysham Aviation Fuel Works.

When the group purchased the park, they had outlined an ambition to add 250,000 sq ft of industrial space to the site.

Now, Crown Oil Group subsidiary AMA FIC is moving those ambitions forward. Work has already been done to clear the site of waste that had accumulated after years of being a fly-tipping hotspot. Many of the buildings currently on the site have also been refurbished.

A planning application has now been submitted to Lancaster City Council by P4 Planning for the construction of four employment units and a gatehouse on the site – a project that comes with a projected £15m price tag.

If approved, this will bring the amount of employment space at Heysham Business Park to 301,390 sq ft.

P4 estimates that Crown Oil’s proposals will have a gross development value of more than £30m when factoring in the refurbished units as well as the new builds.

Bill Davidson, managing director at P4 Planning, said AMA FIC’s plans would give Heysham Busines Park “a new lease of life”, adding that this would help deliver economic growth while also supporting the environment by building on brownfield.

Of course, he acknowledged that the nature of the site presents its own challenges.

“Brownfield sites like this inherently bring site constraints that need a collaborative approach to overcome,” Davidson said. “We look forward to working with the council to achieve regeneration of this strategically placed business park.”

Lancaster City Cllr Andrew Gardiner praised AMA FIC’s proposal.

“The work already undertaken at Heysham Business Park to clean up the site demonstrates the new landowners’ commitment, and this latest application for new employment space represents a fantastic opportunity to bring investment to the area,” Gardiner said. “We hope it will become a catalyst for further regeneration in the area.”

The project team for the proposal includes architects Bate and Taylor and consultants SCP Transport, Cudd Bentley, Gravitate Consulting, and E3P. Urban Green is the landscape architect.
