Appeal lodged over twice-refused Preston resi

Hollins Strategic Land will fight to overturn the city council’s rejection of its proposals to build 51 homes off Garstang Road in Broughton.

The developer and Preston City Council will head to appeal in February following the authority’s decision to refuse the residential development twice because of its open countryside location.

Due to the site’s location, the city council deemed that the scheme would be contrary to the local plan and the authority’s hierarchy of locations for development.

First rejected last January, the application was resubmitted a year later with planning consultant NJL Consulting emphasising that the six-acre plot borders the similar Bank Hall Farm site. Bank Hall Farm is also situated in open countryside and has planning permission for 97 homes.

The tenure of the proposed homes was also changed to include 20 affordable units, as well as five that are designated for those 55 years old or older.

However, this was not enough to persuade the city council, which refused the application for the second time in April citing the same reason for refusal.

The project team for the Garstang Road scheme includes Enzygo Environmental Consultants, ERAP Consulting Ecologies, and heritage consultant Kathryn Sather and Associates.
